as a bird owner and lover myself i understand your original question totally
some breeds are aviary breed and then shoved into pet stores and traumatised this way. then they are shoved into a cage in a house and even more traumatised. however if a young bird is brough up in the home environment then it is easier for it as it has not had the freedom of a aviary and thus does not know what it is missing, it also will be tame and you have to remember that aviary bred birds tend to be very wild.
there are some parrot breeders in the uk that will allow people to purchase week old chicks for hand reering and some that will insist on hand reering them themselves but will then sell you them
as for it being legal in the uk, well as long as you are not taking eggs from wild birds then yes it is legal. but please please please do make sure that you go to a reputable breeder. i my experience, i had rosellas, when i had to hand rear i found it cost me far more that it would if i had bought a hnd reered one, tho in my case it was because the young had fallen from the nest for some reason..
personally i think those that replied with abusive comments and the one that said they reported you should get their facts right before commenting.
personally i would have asked all the questions like you did first so that you could make an informed choice before making any decisions, it shows a responsible person in my book
i know of one pet store that may be able to help but it depends where you are in the uk
personally i would try to find a local breeder that is hand reering his parrots and then ask if you can purchase one of his. it will be cheeper than a pet store and the will normally be abel to provide you with help should you need it. either way do not make sudden changes to their diets as this may have severe consequences, possibly fatal
breed parrots, finches etc
