I would NOT feed him pellets or even the mix because they have a high amount of protein in them which will cause your lory to have digestive problems and probably die early. Mine don't like the taste of the mix from pet stores anyways (and it seems like yours doesn't either). Feed him lots of fruits and veggies. Bananas are great for them. What I do to feed mine is I mix an can of frozen fruit cocktail with equal parts of 100% fruit juice with NO additional nutrients (because some actually add protein to make it "healthier") and add a banana, an apple, some carrots or broccoli, and some other fruit like mango or papaya to give him some variety. It sounds complicated and more work than it's worth, but I just freeze the mix in small ziploc bags and they last about a month so I don't have to mix stuff up for them every day.
With the cuttle bone issue, he'll use it when he wants to. Mine go months without touching it and suddenly one day just destroy the thing. Good Luck! Email me if you have any more questions.
