I found a pigeon hurt on the sidwalk some months back and my husband and I took it to the Humane Society where there is always a vet and for a small fee of $10 they took the bird to cure it. If it can not fly it is because there can be a fracture. Some people try to put a splint on the wings of birds but since they are delicate then let the vet do it. But keep the bird in a nest made up of a carboard box with soft cloth or nesting material so it doesn't move too much before going to vet.
