Try changing his surroundings, place him and his cage in another room, give him large baby toys to play with, the round kinds with spinning toys in them you can attach to the cage, and give him some newspaper to freely tear up to make as big as a mess as he wants to with them, this will keep him from being bored my bird loves fun stuff. Also make sure he gets a banana a day and an apple sometimes, and plenty of parrot food and unsalted peanuts. if all fails take him to the vet.
