If your keets already know how to fly, try keeping them in your room. ((keep the window closed and blinds in front!))

At home: free!
I do it at home with a sharp pair of small scizzies. I use hair-cutting scizzies. You take the bird in your hand, flip it upside down on its back (in your hand), and stretch the wing out with your other hand. Now bring your thumb/pinky around to stabilize the wing and hold it still. Now use the scizzies (lol, I spell it that way.) and clip 3 primaries, about hanfway in, a little less. Don't due the secondaries. You can leave the rest. And that shoudl do the trick. Leave the 2 ones at the tip on the end.
You can also clip the tail, but that is not reccomended. When they fly it unbalances them, sometimes causing them to break their necks or injure themselves.
Best thing to do is to keep them in your room.
Note: They do not need to be shorter than you think! 1/2 inch in will do fine. Of course they will still be able to fly a little bit, a few inches/feet, but that's normal. Keep in mind now that they will have no way to escaped if your feet come crashing down. Keep them within eyesight at all times. Lock your door so that your parents don't accidentally step on them.
