This is horrid - no LEASH laws. How about trespassing? I would call the police and ask what you can do.
If the skin is broken on any of the birds they will likely die without Baytril an antibiotic for birds. A local vet might sell you some and give you some other ideas. Get on the phone and call the vet and then the police. Keep all receipts - the nayboor (I know how to spell neighbor but this one is a nayboor) may end up paying.
Then do all you can to make your birds safe. It is not easy when a dog is left to run at-large. Can you shoot a dog on your property, legally? Ask the cops.
