I will suggest a cockatiel they are around 60-90$ but they are truly the best bird on the market .budgies don't relay bond with their owners and canaries are boring.cockatiels are very entertaining and pretty easy to look after.Although you must give them attention regularly.Don't go out and just purchase one tho....
I recommend that you find a hand raised cockatiel and before you buy it hold it first so you know it is hand raised.Males are the better ones to get hold of as they can learn to talk and impersonate humans the most.The next best bird I guess will be a budgie but again get a hand raised bird and give it a lot of attention and again males are the best.
