Maybe you should try getting him out more often. If he only gets out when you clean the cage that's not really enough. We close all the doors in the hallway and block off the open end and let ours run back and forth (supervised). They learned that it was time to get out and play and run. We put a few toys in the hallway too. Try getting him out when he is tired, ours are to excited in the evening and they are easier to control in the afternoon. Like mentioned above treats work well too.
