You're making this way too complicated. The one with the balls is the male, the one without the balls is the female. You can tell if a rat is a male by the time he is 3 to 4 weeks old.

The only time the vagina is open is when she is in heat and ready to breed, otherwise, it remains closed to prevent debris from getting in as she walks around.

Yes, female rats do appear to have external genitalia. For the uninitiated, the female's urethra is often mistaken as a penis. And Female rats have nipples whereas males do not.
Continue to keep them together and you will soon find out who the girl is....when she has babies :)
No, it's hard to determine the age of a rat by it's size. Baby rats vary in weights and size as they mature. Some are big, some are small, depending on the size of the litter and the health of the mother. Female rats can be bigger then the males if they are from a different litter, or the female is older then the male in their early growth.
