If you want a parrot that is really quiet, you might consider a Bourke's Parakeet or a Lineolated Parrot.
Bourke's parrots aren't as commonly kept as tame pets, so I'm not sure how easy they are to train. And they are also poor talkers.
Lineolated parrots though are very sweet birds and can be good talkers.
Cockatiels and budgies are considered to be low noise birds, but they can still be loud (just not nearly as loud as other parrots). Budgies and male cockatiels can be good talkers.
Overall, I reccomend a cockatiel because they are quite easy to tame, are usually sweet natured, small and are good for first time owners.
Remember whatever you get, it needs time out of its cage and with you everyday. Plus you need to do this anyway if you want it to be tame. And research information about diet, because a bird fed nothing but seed usually only lives for a few years.
Avoid getting a lorikeet or conure. They might be small birds and are really great and playful, but they are LOUD.
