Hang on a minute... these answers are good, but I think we need to look at what was said here.
It's actually normal for the tips of cockatiel toes to not lay absolutely flat on a table. The nails are arched to assist with gripping onto perches and climbing cage walls and such. If it's already down to pretty short (down to the point where you can't clip them anymore), it sounds like may be actually be over-trimming the nails a bit. Nail trimming should really only be for removing the sharp ends of the nails, not for removing the entire arch of the nail.
As far as her cage, you should use a liner on the bottom such as newspaper, wax paper, paper towels or something similar. That way you can just throw it out and exchange it for clean stuff instead of scrubbing each time. For other things, such as the perches, some of "stains" may never come out. It's good to replace some of these at least once a year, depending on how bad they are.
