How much time do you have to devote to the birds?
If you work or have school most of the day, it's better to get two so they won't be neglected and lonely. But if you get two, they will likely not become as bonded to you as if you got one.
If you get one, make sure you have time for it. Birds need a LOT of attention, and if they don't get it, they will develop problems, such as feather plucking or becoming very unsocial. Also, tame it.

You can tame 2 birds too, but they generally won't be as bonded to you in comparison to one bird.
If you go on a trip, take the birds to someone to take care of, such as a friend with experience with birds. Do NOT leave them alone in their cage if you're going to be gone for more than 2 days. Any unseen accidents can kill them.
If you get one bird, you can get a male or a female. It's said that males are usually livelier and better talkers, and females are cuddlier.
If you get two birds, get either two males or two females. Do NOT get different genders because that can cause unwanted breeding. And you should NOT breed until you have experience. There are a lot of unwanted budgies out there from unwanted eggs. And don't worry, two birds of the same gender can get alone.
