Oh Dear....
Parakeets have things called "Core Feathers". These are the most fragile and important feathers, and these make the bird able to fly. Thats why when you clip your birds feathers, you have to be careful of these.
Sounds like your little sister has broken your birds core feather. Possibly even the wing. Keep him still, and restrict his movement. If you REALLY, REALLY can't take him to the vet, you should take him to where you bought him. Breeders have knowledge of the birds they sell. If you got him from a pet shop, Pet show people are required to have basic knowledge of helping animals. But it really would be best if you could take him to a vet.
So, in the mean time keep him still. And take the cage out of your little sisters reach.
