If you are sure that it is scaly mites you can use Vick's vapour rub (in VERY SMALL amounts); but be sure that it is scaly mites. One way to tell is, if this stuff is on the beak (as opposed to the cere (nostril area) AND also on the feet & legs, it is probably mites.
Like another respondent said though, be sure that it is not a female who has come into breeding condition. When they do, their cere becomes more brown than usual and also become rather thick in appearance.
If it is scaly mites, you can take a small amount on a Q-tip and put it onto the birds beak and cere. For the feet I just take a small amount between my fingers and kind of massage it into their feet up to the "elbow" area just where the feathers start. If you do this every few days for a couple of weeks it will clear up the scaly face and feet.
I have seen a mite-type problem with only a few of my budgies within the past 5 years (actually since I moved to Florida from Michigan). It doesn't even attack all the birds in one cage (and I currently have about 25 budgies who live in about 3 separate large cages) but I have been able to clear it up by using the Vick's vapour rub which has eucalyptus in it and the mites (or whatever the little fungus is, because I don't think it is mites) goes away in no time and there is not danger to the birds, just ticks them off a bit when I put it on them and they have a tough time perching for a while after I just put it on their feet.
An avian vet suggested that I try this and it has worked wonderfully with no ill effects.
