She may be afraid of you hands. Approach her with your hands behind your back and slightly bent at the waist. Now you have the posture of a bird. Now try teaching her "up" by using a perch first. Then when she does that, offer your finger or perhaps a forearm. Go slowly; you won't get anyplace by forcing yourself on her. But then I have a 3 yr. old Indian Ringneck that won't let me touch him either. good luck.
