You can so put a mirror in the cage. I do it all the time and I have my budgies trained within a month. If they attach to a mirror you remove it and they tend to follow where the mirror goes, that is a real easy way to get them used to you, their love of the mirror overrides any fear of you. After they are used to climbing on you , you can put the mirror aside and they don't need it anymore, it's a security thing like a blanky for a child. Works every time.
Same thing goes for any other toy they love. Take out the toy, they follow it.
