It's a band. Most bird breeders band their birds for recording keeping purposes. Sometimes the bands have a 3-digit number for the hatch date (month and year), and 2-letter state code for where the bird was hatched, and sometimes there's a 3-letter code for the aviary. There's no law that says they have to, but they do. There's also nothing that says you have to keep it on there. You can have it removed by a vet.
Bands are also good for identifying your bird if it escapes and is found by someone who asks you for identifying characteristics. If you write down the information on the band, it helps you get your bird back.
