Actually I'd have to disagree with most of the people here.
It is most likely a blood feather. Check. If it is, then it does need to be pulled out to stop the bleeding, or else your parrot will lose blood, and possibly die from it.
If it's not that much of an emergency, as in, if your bird is calm and doesn't appear to be still bleeding, take him or her to an avian vet.
