Wash the bird. Spray it again, or bring it in the shower with you and soak it.
The stuff might be toxic, but you can't be sure.

Then call a vet, and also have you dad determine what kind of stuff was mixed in with the water, so you can ask the vet if it's harmful to the bird.

As for the meat, throw it out.
