You should give them as much as they want, because they'll know how much to eat. Just put it in a food dish and blow out the hulls everyday and fill it with more seed. Every week or so, dump out the entire dish and fill it with all new seed.
But do not only feed your budgie seeds. An all-seed diet can cause health problems. Try vegetables too, like broccoli and grated carrots. Also try COOKED brown rice and beans. Birds love rice.
