These people have the specialized training to care for sick, injured and orphaned wild animals. They also have the state and federal licenses that allow them to keep these animals until they are healthy enough to be released back into the wild, where they belong.
It is illegal for anyone without these licenses to have a wild bird. All native migratory birds in the US (and crows are included in this) are protected by the Migratory Bird Treaty Act.
