There are several hand rearing bird foods available at the feed stores. You have a bird that is mainly a seed eater and young so some help will go a long way.
The supplement food can be made up in small batches (teaspoon) and rolled into small balls (half the size of a pea). Feed him what he will eat in about 20 minutes as often as he will eat for the first day. This stuff is rich and will kick start him to growing up. Keep plenty of clean fresh water in front of him at all times. You can carefully let him drink from a medicine dropper to get him started. Don't force feed - you can drown him.
Check with the local feed stores - lots of people raise doves
