The key with parakeets is patience! I would persist with letting them out to fly around. It took my birds a few times to figure out the boundaries of the room with flying. Make sure there is a way to get back into the cage on their own and they'll go in when they get hungry or tired.
Again, patience with the hand training. I think it is easier when they are apart. But even if they're together, be sure to do it when they are in a quiet mood. If they're hopping around and excited then they're not going to relax with you.
You should feed them a variety of foods. My budgies don't like fruit either, although I keep offering it. Keep trying different things. Mine LOVE a big piece of lettuce - especially if it's still damp after being washed. They also like big chunks of cucumber with the peel. You may have to keep putting the same thing in for them every day before they will try it. Again - patience!
