If so, they are budgies.
Try clipping the fruit up with a clip used to clipping stuff to the cage. My cockatiel takes interest in the stuff I give her when I clip it up instead of putting it in a food dish.
Also, vegetables are generally more healthy than fruits. They contain more nutrition. Try a head of broccoli or grated carrots, and even brown rice, cooked beans, etc.
Millet is actually not a seed. It's a grain, and it's actually healthier than most people think. It is normal for them to eat more of that then their food. What kind of food do you have for them in the food dish?
When they fluff their feathers to shake it out, they're content. When they fluff up their feathers and sit on a perch, they are resting and happy. If that's accompanied by beak grinding, they are most likely getting ready to sleep.
But when their feathers are fluffed up with an excess amount of time, accompanied often by shivering, irregular breathing, and less than normal activity, then they might be sick.
Running back and forth on the perch and chirping is normal. Actually, it means he wants to come out. Try letting them out naturally, by opening the cage door but not sticking your hand in, and maybe even put a treat at the cage door to let them wander out by themselves. Then try to teach them to step up. As I am too lazy to explain that whole procedure, I will assume that you've already researched on bird taming. If not, google it up.

Don't feed them lettuce. Lettuce does not give any nutrition.
No chocolate, avocado, alcohol or coffee either. They can kill your bird.
Also avoid asparagus, aubergine or eggplant, cabbage, caffeine, junk food, excess salt, milk and cream, raw potato, and rhubarb (including the leaves).
