Please place them in SEPERATE cages. Budgies & tiels generally do not mix & yes as you see, budgies are very means to tiels. You can't get them to get along & if you don't seperate them, the budgie will kill a tiel. The 2 species shouldn't be housed together.
Regardless of your budgie being untame has nothing to do with attacking the tiel. Budgies attack tiels & can kill them. This must be extremely stressful & painful for your tiel so please seperate them immediately!
There is nothing more you can do about this.
